Psycho chemical warfare is the use of pharmaceutical products in warfare, both active warfare and what we might call sociological warfare.

According to the Wikipedia article, Chief Powhatan of the Powhatans used a hallucinogenic substance against the English settlers in the Jamestown colony in 1611 A.D. In the 1950s the CIA studied the use of LSD for their MKUltra program.
Throughout history cultures have used the introduction of mind altering substances into a population that they want to control or conquer as a weapon, alcohol being a common one. China claims that the British used Opium to control their country, and since they see Americans as simply British living in North America it's justifiable to try to infect us with fentanyl, though in fairness they only ship precursor ingredients to overseas criminal gangs. (Probably Opium had already gotten a start in China at that time, coming from India, but the British exploited it.)
I think it's safe to say that in the modern world it's going on all over the globe, with country x trying to undermine country y and country y trying to undermine countries x and z.

In the latest issue of The New Yorker, journalist Raffi Khatchadourian writes about a secret chemical weapons testing program run by the U.S. Army during the Cold War.
Throughout the 1950s and '60s, at the now-crumbling Edgewood Arsenal by the Chesapeake Bay in Maryland, military doctors tested the effects of nerve gas, LSD and other drugs on 5,000 U.S. soldiers to gauge the effects on their brain and behavior.
"People who were getting sarin, people who were getting other nerve agents that the Nazis had developed, they would ... experience giddiness, lassitude, depression, and at some point, someone said, 'Can we just focus on these side effects? Can we make a weapon that will incapacitate people mentally and not kill them?' " Khatchadourian tells Fresh Air's Terry Gross.

If a powerful nation gets a foothold in a much less powerful one, some sort of such warfare may ensue. Flood them with alcohol, cocaine or heroin and watch there resistance dissipate. Similarly, the international drug trade is no doubt at least partially due to state operations.
Now we are faced with the probability that illicit drugs in the US are part of a deep state plan to destabilize the country, along with riots and other factors. New info is coming to light, and it appears that USAID was a world wide destabilization machine.

The world is gradually awakening to the inestimable damage and carnage that our own governments have inflicted on all of us. I think even the normies are starting to have their eyes opened by the USAID colonoscopy by DOGE and by those members of Congress who are fighting transparancy.
Interesting but scary. I don't know the answer to your last question, but chemical warfare is somehow especially heinous. The Puritans gave the Indians blankets infested with Smallpox. As you referenced, England turned China into an Opium den. Now we have COVID and fentanyl.
