If all the money spent developing EV (most of it subsidized by taxpayers) had instead been spent developing ways to make IC vehicles cleaner, they would probably emit close to zero emissions now.
As with so many modern inventions, EV's serve more than one purpose. They provide great entertainment when they catch fire. It is especially funny when rich people's mansions are destroyed at the same time.
